Several police cars were present, a group of rowdy, angry teens were involved with the police, and so I stayed. I mainly watched from the front of the building as everything unfolded around the gas pumps. After speaking with others, I learned that a group of teens and young adults were fighting. Two women got closer to the interaction with police than I did, recording on Facebook live.

About 5 minutes into one of those lives, something happens. At the front of a police vehicle, you can see an officer putting a girl into handcuffs. There was another officer beside him. Three other handcuffed girls were at the back of the car with another officer. One girl rushed to the front, shouting. The officer from behind follows her. In the video, it appears the front officer closed-fist struck her shoulder. It appears at nearly the same time his hand meets her shoulder, the officer from behind makes contact with her arm. The other officer appears intending to pull her back.

Until now, I planned on waiting to post the police report from June 10th involving Lloyd Gilmore. I wanted the Missouri State Highway Patrol to finish their investigation so I could verify information in the report. That being said, there comes a point when the information available becomes too strong to sit on.

The officer who struck the girl in the video is the officer who wrote that June 10th report. He claims he is the first officer to make contact with Lloyd the day he died. I’m going to quote the report from June 10th in part. The reporting officer I’m quoting is PSO Casey Riddle.

“As I was taking my duty bags from my personal vehicle, a subject approached me from the west in the parking lot. I was familiar with the subject as being [Lloyd Gilmore]. I am familiar with Mr. Gilmore from numerous calls for service. The last time I came into contact with Mr. Gilmore was approximately one week ago at the apartments on Lawrence in Sikeston. Mr. Gilmore was transported by the New Madrid County Ambulance Service due to his delirious state of behavior…

On this date (June 10), Mr. Gilmore was approaching me on foot. I asked, “What Lloyd?” due to him saying something I could not understand. Mr. Gilmore walked up to me so close that his chest touched my chest. I then instructed him to “Stand Back” and as I told him this I placed my right hand on his chest and pushed him away to gain some distance between us. Mr. Gilmore then started to explain how his daughter was “against him” and trying to “cause some type of confusion.” He then asked for me to take him inside and he would explain. I then told him I was not taking him inside and that he had no criminal charges placed against him…

Mr. Gilmore appeared to be sweating profusely and he was not acting like the person I have known for the past twenty years. I told Mr. Gilmore to leave at which time he grabbed the back of my vehicle. His right hand grabbed the trunk lid. He would not comply and at this time I approached him and placed my left hand on his right shoulder and grabbed his right wrist. PSO Hays was on the left side of Mr. Gilmore and tried to grab Mr. Gilmore’s left arm…

Mr. Gilmore began twisting his body and pulling his arms away from us. He started yelling and violently twisting away from our grasp. PSO Hays deployed his taser and “drive stunned” Mr. Gilmore on the left side of his torso. As PSO hays was “drive stunning” Mr. Gilmore, Mr. Gilmore bent over and bit my right hand…”

After the portion explained above, the situation escalates further. It becomes repetitive between Mr. Gilmore resisting arrest with all his might, biting, kicking, and officers trying to restrain him. Several officers were injured. Eventually, Mr. Gilmore was sedated by a paramedic. Soon later, he died. Here, you can read the police report in full.

l.gilmoreDownload

Mr. Gilmore’s daughter says she made a 911 call before dropping her father off at the police station to make it clear that her father needed help. Mr. Gilmore asked to go inside to discuss whatever was going on. His request was denied. I’m unsure why.

Again, I planned on keeping that information quiet until I could verify it with body camera footage. I also did not post out of respect to Mr. Gilmore’s daughter, who asked me not to post. She was worried it would enflame things or potentially bring harm to the officers. I have the same concern. Still, the chances of me being a witness last night are slim. I cannot in good faith sit on the information any longer, with one of the main officers involved striking a girl in handcuffs while I was present.

For what it’s worth, every other officer I personally observed did an impressive job at de-escalating the situation. Officers helped separate the crowd and did so without using excessive force or demeaning anyone. A lot was happening, kids were involved, some were continuing to egg the situation on despite officers on scene, and most officers handled all that with calm and composure.

All of this I’ve written is only a snippet of what happened last night. The use-of-force caught on camera is the only use-of-force last night that I know of. I just requested the police report for what happened last night.

I have called the police department a couple times today to see if I could speak with anyone over what happened. I spoke with a woman and gave my cell phone number for a call back. I have not yet received that call.

Since I am the person who is naming this officer, I’m going to ask my audience to please remember that innocent eyes are watching what you say. Innocent people are affected by what you do with this information. The official investigation by the Missouri State Highway Patrol is still underway, meaning, the information written in the report is still under investigation.

There is also still a family grieving the information I’ve provided in this post. Matter of fact, several families are affected. Please keep them in mind as you comment and share.

Late on July 13, I went to Rhodes to grab a lemonade.
